NLM’s Jerry Sheehan Receives CENDI Meritorious Service Award

Jerry Sheehan, Assistant Director for Policy Development, National Library of Medicine, has been honored by CENDI, the federal Scientific and Technical Information Managers Group. The 2013 CENDI Meritorious Service Award was presented at the CENDI meeting on January 9, 2014, at the National Technical Information Service in Alexandria, Virginia.


CENDI is an interagency consortium of senior STI managers from 14 US federal agencies that represent over 97% of the federal research and development budget. The CENDI Secretariat is headquartered in Oak Ridge, Tennessee, and managed by Information International Associates, Inc. CENDI's Meritorious Service Award recognizes an individual(s) or team that makes "a noteworthy contribution to CENDI and to federal interagency cooperation through its events, publications, administration, or outreach."


CENDI recognized its deputy chair, Jerry Sheehan, for his significant contributions to its information policy programs and discussions over several years. His service includes being a CENDI alternate and then principal, deputy chair of CENDI and chair of the CENDI Policy Working Group.  He was a key contributor to development of white papers presented to the Obama Administration on scientific and technical information (STI) issues, and to the CENDI Grand Challenge document, iScience to Jobs, in 2012. Sheehan's support of CENDI has significantly increased the CENDI focus on data and promoted closer CENDI interactions with the President's Office of Science and Technology Policy on open/public access issues. At a time when CENDI agencies are grappling with big data and open science, his contributions that have helped to expand CENDI's attention to a range of scientific information policy issues.


Mr. Sheehan came to NLM in 2006 from the Organization for Economic Cooperation and Development (OECD) in Paris, where he had served as Principal Administrator and Senior Economist since 2000. He holds BS (electrical engineering) and MS (technology and policy) degrees from the Massachusetts Institute of Technology. Prior to joining the OECD, Mr. Sheehan held positions as Senior Program Officer, Computer Science and Telecommunications Board, National Research Council, and in the Congressional Office of Technology Assessment.


The National Library of Medicine is the world's largest library of the health sciences and a component of the National Institutes of Health. NLM collects, organizes and makes available biomedical science information to scientists, health professionals and the public.

Delta Air Lines Receives Court Approval of Disclosure Statement and Authorization to Solicit Votes on Plan of Reorganization

ATLANTA, Feb. 7, 2007 – Delta Air Lines today announced that the U.S. Bankruptcy Court for the Southern District of New York has approved the Disclosure Statement filed in connection with the company’s proposed Plan of Reorganization. The court also authorized Delta to begin soliciting approval from its creditors for the Plan of Reorganization. Prior to the hearing Delta successfully resolved all objections that had been filed.

Delta Air Lines Chief Executive Officer Gerald Grinstein said, “This is an important and exciting time for Delta. The court’s approval to proceed validates and recognizes the remarkable progress Delta people have made together to transform this great airline. There is no question good things are in store for our people, our customers, our creditors and the communities we serve as we approach the end of our successful Chapter 11 restructuring.”

At the hearing, U.S. Bankruptcy Court Judge Adlai Hardin ruled that Delta’s Disclosure Statement is adequate for the purposes of soliciting creditor approval for the Plan of Reorganization. A confirmation hearing for the court to consider approval of the Plan of Reorganization has been scheduled for April 25, 2007.

Edward H. Bastian, Delta’s chief financial officer and head of the company’s restructuring efforts, said: “Having received another crucial and tremendous vote of confidence in our plan and our people, we remain on course to exit bankruptcy this spring – possibly as soon as late April – as a strong, fiercely competitive airline. Backed by the support of our many stakeholders and using the bankruptcy process the right way, Delta people have strengthened and improved every aspect of how we do business. Upon emergence, Delta will be one of the best positioned airlines in the country based on financial strength and profit potential, with unit costs among the lowest of any traditional network carrier.”

In the next two weeks, Delta will begin mailing notices of the proposed confirmation hearing to, and begin the process of soliciting approvals for the Plan of Reorganization from, qualified claim holders. The Unsecured Creditors' Committee in Delta’s proceedings has stated its support for Delta’s Plan of Reorganization and has provided a letter to the company, which will be mailed to creditors with the Disclosure Statement, recommending that creditors vote in favor of the Plan of Reorganization. The two other committees appointed in Delta’s Chapter 11 proceedings are also supporting the Plan of Reorganization. Assuming the requisite approvals are received and the court confirms the plan under the company’s current timetable, Delta will emerge from Chapter 11 protection this spring.

As previously reported, Delta has received a commitment for up to $2.5 billion in exit financing from a consortium of lenders co-led by six financial institutions – JPMorgan, Goldman, Sachs & Co., Merrill Lynch, Lehman Brothers, UBS, and Barclays Capital. The facility, the terms of which have been approved by the Creditors’ Committee, will consist of a $1 billion first-lien revolving credit facility, a $500 million first-lien Term Loan A, and a $1 billion second-lien Term Loan B. It will be secured by substantially all of the first-priority collateral securing the existing debtor-in-possession facilities.

Proceeds from the facility will be used by Delta to repay its $2.1 billion debtor-in-possession credit facilities led by GE Capital and American Express, to make other payments required upon exit from bankruptcy and to increase its already strong cash balance.

If the company’s Plan of Reorganization is confirmed, current holders of Delta’s equity will not receive any distributions following emergence and their equity interests will be cancelled once the Plan of Reorganization becomes effective.

Delta TechOps Receives ISO 9001 Certification for Engine Maintenance and Landing Gear Shops

Delta Air Lines’ maintenance division, Delta TechOps, has received certification from the International Standards Organization (ISO) for its Engine Maintenance and Landing Gear shops.

Delta TechOps is one of only a few airline maintenance, repair and overhaul (MRO) service providers to achieve this certification, which is an internationally tested framework designed to manage an organization’s processes and help generate a high quality product that satisfies customers’ expectations. The airline received ISO 9001 certification for its Component Maintenance shop in 2008.

“Our processes at Delta TechOps have been independently certified to be effective in delivering the highest quality and reliability products and services to our customers”, said Tony Charaf, president–Delta TechOps. “We are pleased to have our people and processes validated by this internationally recognized quality standard.”

Delta TechOps provides engine maintenance and propulsion engineering to a broad range of engines and auxiliary power units (APUs) for all common models of commercial aircraft. Delta TechOps’ Engine Maintenance division employs Lean/Six Sigma processes to provide flexible, comprehensive production planning of engines for Delta and other airlines and operators around the globe. Annually, the engine shop services more than 650 engines, with 300 plus customer engines in over 70 engine bays.
